Procedure for selecting the proposals

The programme director will take care of the evaluation procedure of the proposals that have arrived in time. The steering groups of the research areas in the SAFIR2022 programme will assess the project proposals. The first phase is a numerical and written evaluation carried out by each organisation represented in the steering groups (SG1-SG4). The steering group members are encouraged to consult also other experts in their organisation in evaluating the proposals. Programme director will make summaries of the evaluations for the SG evaluation meetings.

During the project evaluation phase, the steering groups and programme director may negotiate with the parties on making changes to the plans and on combining project proposals into larger entities.

The Management Board (MB) will make the decision about the funding proposal to the Ministry of Economic Affairs and Employment (MEAE) based on the evaluation summaries, the minutes of the steering group meetings, and the recommendation of a small group nominated by the MEAE. The small group will have its meeting after the steering group meetings and before the MB meeting.

The MEAE will ask for a statement of STUK and then make a proposal to VYR of the research projects to be funded. The MEAE will make a proposal to VYR of one project entity that meets the requirements of the Nuclear Energy Act. The board of VYR will make the final decision.

The decisions made by VYR will be sent to the organisations that have applied VYR funding in the proposals.
